WC3Banlist is a supportive feature for DotA. It bans players who are known as game ruiners. Leavers, Lamers, Flamers, and AFKers are never welcome in public games, so Banlist takes care of that.

Banlist can be downloaded here.

Recommended downloads: Banlist 3.0 and 3.1 Beta.

If you have any questions, register and post in the WC3Banlist Support Forum.

This Third Party Program is one that I use and value. I recommend that all hosts download and use this feature.
